There are many pro-western Iranians and if there were some sort of shock and awe planned for Iran, which I'm not suggesting there is, it would be wise to consolidate and consult with these people.
I'm sure the US has a few informers in place among the Iranian leadership as well.

There is great debate over whether or not Pakistan is an ally of the US. On paper, it appears they are. In reality they do shelter Taliban and other enemies of the US, do little to suppress their radical population, and see that much of the money we send them goes into some private pockets.
